Tolkien has actually, consistently, been a "best seller" since The Hobbit and Lord of the Rings were first released. While he hasn't remained on any top ten lists for immediate sales, he has, overall, sold almost as many copies as the Bible, which is generally the number one sold book in most countries.
You can walk into almost any bookstore of worth and you will be able to find a copy of LOTR there. Not many authors can say the same ten years after they were first released, much less drawing on five decades. That's rather an impressive feat in and of itself.
