I went back and looked at the book again and have to agree with you. In fact, I don't know that there are any "grimy industrial cities" in Cornwall. I think I just jumped to the conclusion, based on the other Cornish references, that this was in Cornwall. I may also have been influenced by the very odd short story, Tall Dames Walking, in which Jorge Petronius (great name) is definitely in Cornwall.
