On what your Local store has on the shelves.
If they have a lot of titles that came out last year, this means that they aren't selling out.
Stores like to sell out & they may not order as many copies of the authors next book.
If they don't have the current titles, things that came out Last month.
COMPLAIN!!!!!!
I have found my local Waldenbooks easy to order from. They also have a habit of ordering an extra copy
of whatever I am ordering (I like that since it means more sales). The last time I did this was for MONSTER'S LEGACY by AN

As for the out of print books. There are several publishers that specialize in that.
Unfortunately that means that the most popular books get reprint.
Science Fiction Book Club has just printed a Collection of the Witch World series.
CHRONICLES OF THE WITCH WORLD (with most of the rest)
ANNALS OF THE WITCH WORLD(WITCH WORLD, WEB OF THE WITCH WORLD, YEAR OF THE UNICORN)

For the oldies you can always arrange an inter-library loan.
I went directly to the Library of Congress for MURDERS FOR SALE.
