Have you tried UMI Co. in Ann Arbor (used to be University Microfilms)? Their Dissertation Express service has or has access to over a million Master's theses and Doctoral dissertations from the U.S., Canada and a few other countries. I don't know off-hand whether UCLA is among their covered schools.

You will probably have to go through your local library's ILL service to get a copy, but you can get started at UMI's website [ http://www.umi.com/ ] to nail it down further. It has been a couple of years since I've dealt with them, so I can't tell you anything about cost.
