I'm sure that there are Andre Norton Fans in Ireland - in fact I know of one: Anne McCaffrey has frequently thanked Andre Norton for inspiration.

As for starting your own convention....I suggest that you tag along with the already existing convention: October something (OctoCon). You can ask if you can have a couple of sessions and panels.
