I know a book that exactly matches your description of the story. You didn't say if the book was new when you were reading it.If it wasn't really a Norton book this could be it. The problem is I don't remember the title or author and all my books are stored away for moving. In the 70's there was a SF series by Laser Books. They all look similar with a colored spine and a number. I don't remember the number but the story fits exactly. Each book in the series was a different author I think but if you get one, there is usually a list of the books and a story description in the back. There aren't that many in the series and they are everywhere and really cheap. Usually 25cents or less.
