His hair, which was brown and curly (but was fa9irer than most)

Unless the cloak of Lorien had a hood, I don't believe headgear for Frodo is ever mentioned. Sam wore a shapeless felt bag, and Bilbo set off in his old faded Dwarf-cloak and hood; but I don't believe headgear is mentioned for any of the other hobbits, save Merry's appearance out of the fog at Bucklebury.
