It doesn't say when, although I don't think that matters. I certainly had the impression he was there in the First Age, but originally Glorfindel was to be descended of an Elf from Gondolin (probably the "first" Glorfindel, as that would have been consistent with the idea of Elves being reborn in their descendants, an idea Tolkien later abandoned). But the two Guilin's, IIRC, both lived in the First Age. Or maybe they were both named Gelmir. I think it was Gelmir and not Guilin. One was a messenger from Cirdan to Orodreth who helped Tuor. The other was hacked to pieces by Morgoth's Orc captain at the start of the Nirnaeth Arnoediad years before.
