I think Goldberry gave Tolkien's answer. Tom is Tom. He doesn't fit into the hierarchy of beings as laid out in Silmarillion. None of that is relevant to who he is. He is a singularity. He belongs to the forest and he is master of the forest and himself. It's almost as if he isn't really a part of the story at all, but that his story is entirely separate, one of joy, love song and jest, that happens to intersect with the quest of the ringbearer for a short time only. The highly structured details and order of middle earth don't really apply to him, he just laughs!
