Or wrong?: Frodo never cast the ring anywhere, certainly not the Bay of Belfalas. He probably asked "What if he threw it into the Sea?".Well, Gandalf answered this question in the council, and while I don't have the exact words right now, he basically said that the Rings had the manner that always ended up with them being found. Also, Sauron was devastating the West even without the Ring.The Ring had to be destroyed or Sauron would wreck the land anyway.
