The Dwarves resisted the power of the rings, so they were not turned to wraiths, but the rings neverless had an evil effect on them.

: My understanding is that it wasn't Sauron that wrought the Elven Rings, but the Elves themselves. Somewhere in there it says something about how Sauron has never even seen the Elven Rings.

Sauron learnt from the elven smiths and, although he didn't touch the three, he corrupted the seven and the nine to his will when he created the one ruling ring.
