: The Elves are justified in claiming that they were the first because Eru saw what Aule was doing before the dwarves were actually "alive". If you argue that they were still there first then you may as well say that rocks and such were there on Middle-Earth before anything. Also I think that the elves were there long before Bombadil, he was there before the men of Westernesse came over the sea but there isn't (as far as i remeber) any reference to him in the Silmarilion which tells of the elves in Middle-Earth and in the west long before men were created.

That cannot be I afraid. In LOTR Bombadil says he was there before the first acorn fell, before the first drop of rain (or some other similar such talk). The flora of Arda was created by Yavanna, the wind and the rains by Manwe and Ulmo respectively, when the Valar were shaping the world therefore Tom, in some shape or form (probably as Iarwain Ben-adar as named by Elrond in LOTR), long before Eru place the Eldar upon the world.
