: Other Dark Lords may rise, but Sauron could only be their servant or emissary. Or could he perhaps be a shadow of evil in every susceptible mind (as with the Dominion of Men approaching and Men being more susceptible to evil - more like Morgoth - than Elves, does Sauron even need to be more and harder to defeat?).
