The three rings were NOT made by Sauron. He could only rule them if he had the One. The three still existed: Galadriel had one ( in the woods of Lorien) , Elrond had the second ( at Rivendel), an last but not least: Gandalf had the third. Still Galadriel was the only known wearing the ring in front of others. Somewhere in LoTR there is one small phrase were Tolkien explains that Gandalf is the owner of on of the Three.
