I must be in the minority here, but I find no problems with having moderate American accents for Hobbits -- unless it's done for the pure sake of having American accents to please the American audience. If this film were being made in the US, then it would be rather natural. Having learned English in an American dialect, when I read the books in my mind, I don't develop a mental British accent for hobbit-speech. I do, though, when Gandalf or Elrond or Theoden or Denethor talks. The general mood of the writing affects how I think: older styles of English seem to me as more stern and grim than my customary speech.
