The Three, the Seven, and the Nine were all made for the Elves, and they were all being worn by Elves when Sauron made the One Ring. Sauron captured the Seven and the Nine, took them back to Mordor and perverted them, and then gave them out to Dwarves and Men.

Sauron had to be wearing the One Ring in order to master the wearers of the other Rings. Hence, in the Third Age, if Saruman's Ring was subject to the One, Sauron would have been unable to control him through it until he regained the One Ring, which he never did.
