I think it unlikely that Feanor made them. This is because his sons would have had them upon his death, yet in the story of Beren and Luthien, when Celegorm and Curufin fled Nargothrond, they were uncertain about finding their other brothers. Now if they had the stones, couldn't they have just "called" first :) ?
