I myself wants PJ to stay as true to the book as possible, BUT I can imagine non-Tolkienites could be confused if the Scouring is done too big. They'll say: "But the ring has been destroyed?" and somewhat loose interest. I think the final twenty minutes of this six hour event are going to be the crucial time in how these movies are going to hit home to Joe Average. But I think the end of Saruman and Grima could be portrayed in the movie, and the only threat to Frodo being himself not having mercy with Sharkey.

Oh, don't worry about the non-Tolkienites. If they keep Galdriel's Mirror and Sam seeing the ruining of his beloved Shire, then the audience will already be set up for the Scouring scene. If we start leaving scenes out for fear that some won't understand we turn ourselves into elitists of the worst kind. And even if there are some who don't understand - so be it. It'll give them something to think about, or post questions about. That's better than leaving out entire scenes. And the film won't be shown in one six hour block, (at least not right away), so I don't believe the audience will be bored. And if they haven't figured out that evil will exist whether or not the Ring has been destroyed, then they really haven't understood the film from the very beginning, so there's no sense in pandering to them anyway.
