In general, the sources I use for Elves in Eriador are THE ROAD GOES EVER ON, UNFINISHED TALES, and "Of the Rings of Power and the Third Age" in THE SILMARILLION. A general consistency between the sources should not be looked for. :)

Were these Elves forgers of blades? I have no idea. The tradition of Elves living around Nenuial comes from one of the rejected histories of Celeborn and Galadriel, and is therefore suspect to a certain degree, but there is also mention (somewhere else -- I'm too tired to look it up, but maybe in the notes to that chapter) of Elves living beyond Baranduin in the Second Age (between Baranduin and Lhun).
