Gil Galad was the High King and he ruled from Lindon, I presume in his day there would have been a large(ish) population and army of largely grey elves. I suppose Cirdan followed him as leader although the population must have dropped badly after the last alliance. The only majour population centre was the Grey Havens from what I know although the Dwarves seem to be numerous in the Ered Lindon maybe sections of Nogrod or Belegost survived the end of the first age. I get the feeling that it did preserve some of the "magic" of Beleriand (although never really a geographical part of Beleriand itself).
