Well, I don't think I'm going to dispell the medieval myth today, but I don't see the Rohirrim as the primary military force of the West (I assume you mean at the time of the War of the Ring). Gondor's forces, whether you consider them to be standing professional troops or levies called up, are still considerable, and it is against Gondor that Sauron sends his armies, not against Rohan. He left Rohan to be handled by Saruman (who botched the job).
