I have to agree with Martin here. Elves seemed to be at the height of their power during the first age, after the making of the Silmarils and before the first kinslaying. Men seams to have been at the height of their power during the age of Numenor, befors Sauron was brought.

M.E., in the 3rd age seens to be a dull shadow of the greatness of the people living on it.
