I'm not sure if I should side with anyone. :)

It's entirely possible that Bombadil's blue feather (which apparently was part of the doll) influenced Tolkien's idea of wizards in ROVERANDOM, which was originally composed in 1925 (when Michael was in possession of the doll). The first attempt at a Bombadil story dates to this same time period.
