Frodo or Bilbo never had any other perception problems when putting on the One, I guess it was a property rather of the Nazgūl than the Ring as if they carried part of the "other dimension" with them (would account for the chills others felt near them), however, the Ring did provide them with a catalyst, just as the Morgul-wound later did. All IMO.
