: But would it be likely that Elves would ever walk openly in the lands of Men, or that Dwarves (especially after the Balrog's diaspora) might go around building bridges and keeps for Mannish clients?

:::I think that the Men of Gondor had knowledge of the Halflings from the Battle of Fornost, when a fleet from Gondor was sent to overthrow Angmar. They almost certainly passed through the Shire, and there were halfling archers in that battle, so maybe halflings were mentioned in the history books of Gondor.
