Sauron was the most powerful servant of Melko, and second in command during the 1st Age. The Balrog would acknowledge his superior rank, but he may not be necassarily controlled by Sauron as a result. Both Sauron and the Balrog would still have one common purpose, imposed by their Master, which is to destroy and/or dominate the free peoples of Middle-earth; therefore, they may have worked in concert to this end, if given the chance. We know there must of been some communication between Mordor and Moria, because the Orcs of Lugburz were known to frequent Moria.
