This is far from an exact quote, but it is close enough for us to understand that Sauron did have dominion over Morgoth's legacy. Yet, I don't think Sauron had control over the Balrog as they were more or less peers, although Sauron was far more powerful. They probably had a mutual respect for one another and worked to the same ends in different ways. I am not sure about this, but I think this conversation about the mighty creatures of middle-earth such as Balrogs and Dragons where under the control of Sauron or not, are coming up again and again. This I am not sure of either, but the solution then was that they where much more independent and did not take orders from Sauron, if it did not gain their own purposes (which we'll probably never will know). In any case, this is what I think.
