This is far from an exact quote, but it is close enough for us to understand that Sauron did have dominion over Morgoth's legacy. Yet, I don't think Sauron had control over the Balrog as they were more or less peers, although Sauron was far more powerful. They probably had a mutual respect for one another and worked to the same ends in different ways.Think of Hitler and Musso, or possibly Hitler and Tojo.
Saruman, would be Hitler and Stalin.
