I think that's the most obvious answer. If Círdan saw that Gandalf was a particularly powerful and important being, then Celebrimbor should have seen right through Sauron. If he didn't it must have been because he didn't WANT to. Why? Because of the knowledge that was being offered (let's remember that the Noldor were particularly susceptible to these sort of thing).
