Rivendell would have been safer for Bilbo/Frodo, but what about the Elves? Would they have been interested in housing the ring for that long knowing how dangerous it was? As Gandalf pointed out, the Hobbits had a toughness and resistance about them unlike others (except maybe the dwarves). Also, the Rangers were protecting the Shire, so few of the enemy's henchmen were lurking around. The problem only arose when Gandalf couldn't make it back in time to escort Frodo to Rivendell. This was an unparalleled event in Gandalf's history (as far as we can tell), so not one he could anticipate. Ramble over...
