Tje fact of the matter is, that each of the rings give the wearer the ability to go "invisible". What this actually means, is a trasition into the wraith world. Why did the dwarves not fade? They were made of the stuff of stone, and did not bend to anyone else's will. They were too "solid" The elves already existed "both in this world and the other" "over them, then wraiths had half power", but elves had double power over both.(return of the shadow).When Bilbo had the ring, no wraiths, and no will of Sauron were nearby! Thus, it was perfectly (almost) safe to use. Not so for Frodo, when the will of Sauron was in search, and the nine were abroad again.
