When : Sauron was "destroyed" the Nazgul dissipated as their was no : will to control them. When Frodo put on the Ring he could not : help being controlled by the Sauron's will.Their wills would be indestructible, but they had been enslaved by Sauron. The wills existed, but were too weak to resist Sauron's commands. The Nazgul should have died normally (i.e., their spirits should finally have gone to wherever they were supposed to go) when Sauron was defeated. Tolkien stipulated that these spirits were indestructible, and the "will" is as much a part of the spirit or soul as the "spirit-stuff" I use to refer to their incorporeal being or strength. It's a poor metaphor at best. I can only guess at what Tolkien had in mind.
