He is neither god or immortal but he is "Nature"; he is the life of the Land itself. : This is view is somewhat supported and hinted at in The Council of Elrond: : Glorfindel: : "I think in the end, if all else is conquered, Bombadil will fall, Last as he was First." : Galdor: : "Power to defy our Enemy is not in him, unless such power is in the earth itself." : Just an idea, but to me it makes sense. Most other "things and powers" in the universe have some sort of representation and/or immortal figure behind them. Bombadil, perhaps, is Middle Earth. but- how do you explain his (it's) boundaries? and, to what do you refer by "most other [things]"?
