Perhaps some of them accepted Eomer's rule peacefully, but why should they be forced to? Aragorn needed people. : On the other hand, Gondor's hinterlands were not empty. Tolkien's list of soldiers/volunteers who come to Minas Tirith shows there were people living all over the place. I imagine many forts being built along the Greenway and along the East-West road, and perhaps towns would spring up around them. For example, people coming north to farm, or to set up inns along the road, people setting up shops along the roads and profiting from the increased travel of Dwarves, hobbits, and men, etc. People could probably make quite a decent living by moving to Arnor, but at least that is how I imagine it.
