However, I came to the conclusion that they were not, since, if they were, the ears in question would be like jack-rabbit, Bugs Bunny type ears. I think it is just a flaw in the picture in JRRT's 'Pictures' book.
I will have to pick up a copy of the 'Artist and Illustrator' book and compare the pictures.
