I think you're right when you say that people would have still fought among themselves. I also think that Numenor would also have eventually fallen. Their fear of death was already well advanced by the time Sauron played on it. In addition, Melkor's shadow was on mankind. I think that in itself would have been enough to keep evil and warring going. Although the Rings of Power may not have been made and Eregion would not have been laid waste and maybe the elves would have remained a strong force in ME for much longer than they did.
