The Petty-Dwarves of Beleriand were outcasts from the Seven Houses who happened to come together in the West. They were, therefore, a specific people, who ended with the death of Mim. Other Dwarven outcasts probably formed small communities in later ages, but I doubt they would have been called "Petty Dwarves" (or, Noegyth Nibin). The name was bestowed by the Sindar, who stopped assigning names after the First Age.
