The soldiers of Gondor knew Easterlings and Southrons by sight, as they had had wars with them for many generations. But by the WotR, I believe it had been over a thousand years since the Variags fought Gondor (at least it was a thousand years since it was last recorded). So perhaps, from a distance and with the mist a darkness, the scouts could not identify them, as they had not seen Variags before. During the Battle of the Pellennor Fields, they could be identified as Variags because they were in direct fighting with them, and could see their flags and stuff like that.
