I always thought that it would be quite likely for them to live around there ( as in the hills) as there would still possibly be some remains of dwellings or fortifications left over from the previous realms. Unlikely that they would all have been destroyed: We still have roman ruins etc which could possibly be repaired nowadays, and if the building to start with was of the same quality as Orthanc or Minas Tirith ( no reason to assume not??) then surely there should be something left?
They seem to be able to build some pretty damn impressive stuff ( and I'm a 2nd year Civ. Eng.! )so seems reasonable.
