Eregion is said to be uninhabited in "The Ring Goes South". Although the land is described as "wholesome", I rather gather it was associated with a sense of horror over what must have happened to most of its people in the Second Age, and no one would have wanted to live there for a long time. The Dunlendings simply feared the Elvish people, who apparently passed through Eregion occasionally. Their attitude toward the region was based on a different perspective.
