Did Eorl lead all of the Rohirrim to Calenardhon or did a remnant of his people stay in the Éothéod (near the sources of the Anduin)?

Also Michael in the thread ‘Northmen - a cultural/racial duality?’ (Aug. 14, 1998 at 06:08:34) made the following statement:

“Actually, the Rohirrim had intermarried with another, darker people in the distant north, and not just the Dunlendings. Tolkien doesn’t tell us anything about that other people.”

Anyone (Michael?) know where Tolkien refers to this “darker people in the distant north”?
