If you want to get into earlier works, there's also

Artaxerxes*
King of the Merfolk*
Man in the Moon (from Roverandom, probably same as Tilion)
Psamathos*
Tevildo, Prince of Cats
Ulbandi (perhaps...assuming she existed)

and even though he's basically the same as Sauron, and the concept of Maiar (I think) didn't yet occur to Tolkien, they're still good characters, I guess.

*probably not Maiar, but they could have been, if Tolkien kept thinking about them.
