If the Nazgūl came from different regions of ME (only three I believe were Nśmenóreans), then wouldn't they have retained their native clothing. In other words, if one of the Nazgūl had been from the Scottish highlands, he would probably have worn a kilt (although serving Sauron faithfully). And yet the impression that I have, confirmed by all the of the paintings I have seen of the Nazgūl, is that there was a uniformity (pardon the play on words) in their clothing. Does anyone know anything about this?

Cheers
