I believe that while they were searching the Shire and afterwards pursuing Frodo and co. on their way to Rivendell they did all have the same black garments covering them. But when Frodo was attacked at Weathertop he was able to see them as they were after he put on the ring. It states that under their "black wrappings" they were wearing "grey robes" and had "helms of silver" on their grey hairs. The top dog Nazgul was additionally wearing a crown. Not really much to go on here but apparently their native clothing was invisible like their bodies were. This is not, however, a description of all the Nazgul and I would tend to agree w/ you that their native but invisible clothing probably differed.
