Actually, it should be the Timeless Halls, the Void, and Ea (which was created in the Void -- perhaps that means Ea is surrounded by the Void). Ea is the entire universe. Arda is just the habitation made for the Children of Iluvatar. It is implied that though the Valar might have created flora and fauna on other worlds throughout Ea, only Arda (from which came Imbar, now just Middle-earth, our world) contains Rational Incarnates, living beings with souls.
