Well, that's a grey area. I don't know of anything Tolkien wrote concerning those regions. Hildorien wasn't exactly beyond the Orocarni.

Keep in mind that the Avari would have been forced to leave Cuivienen when that region was destroyed. Apparently some of them left earlier than that, but faced with the mountains to the east and fairly open lands to the west, I think it would have been natural for them to head west.
