It was mostly just an outpost on Gondor's frontier. : The kings ruled from Osgiliath. The 7th king of Gondor, Ostoher, rebuilt Minas Anor and turned it into a summer residence. I infer from that event that Anarion and his heirs didn't really spend as much time there as Isildur had spent in Minas Ithil. OK. But do you have an opinion of why Gondor allowed the city to be captured, surely they would have had the strength to break the siege had they mustered it all. I don't believe the terror of the Nazgul was too great for them to face, if the need to save the residents of a prosperous and populous city drove them. I need to have some theory to ease the anguish of my soul.
