Keep in mind that even though that all Istari were Maia, it doesn't mean that they were all warriors. As a matter of fact, Gandalf seemed to be the only one of the order with significant combatant skills. Radagast wouldn't exactly strike fear in any ones heart I don't think, unless they were birdaphobics... Saruman exhibited the ability to trap Gandlaf, but I personally believe that was through mechanical means in Isengard. He certainly displayed nothing besides mind manipulation when meeting Theoden.
