No I don't think so. Legolas built a ship in Ithillien which is where he lived. I take it you mean, why didn't he go to the Havens?
Well, I think this.
1) Arwen says to Aragorn - there is no ship that would take me there (to ARagorn when he's dying and says why don't you repent and go overseas, I.E not be mortal anymore), I think she is referring to the fact that she would not be allowed to enter Valinor as she has chosen to be mortal, rather than there not being any ships sailing at all (Aragorn was pretty btight and the greatest ruler of the last 2000 years so he must have known to ask the q). So
2) Why build his own ship? Legolas had porobably never been to the havens, in fact he deinitely hadn't because untiul War of Ring he had never seen the sea, and elves had sailed from other parts of Middle Earth (they used to sail from Gondor - Edhellong, re Amroth and Nimrodel) so p'raps he built a ship especially for his own folk.
Definitely more ships after his, IMHO
