Ondoher probably led in excess of 30,000 men into battle. Earnil probably led in excess of 10,000 men into battle. Keep in mind that Gondor later sent a HUGE force which was only a small part of its strength to Arnor for the war against Angmar.

There were most likely in excess of 30,000 professional troops in Gondor at the time of the War of the Ring. That would strongly imply there were considerably more soldiers than that at the time of the wars with the Wainriders, when Gondor would have had to beef up its strength.

Ithilien was still populated at the time, although it's not clear how much its population had recovered from the Great Plague of 1636.

Other threats undoubtedly required garrisons at Minas Ithil, Pelargir, and along the coastlands. Gondor probably had an army of more than 100,000 men in Ondoher's day, but the only expeditionary forces Tolkien names are the Northern Army and the Southern Army.
